Earlier in his career, Mr. Winkler was a diplomat in the U.S. Foreign Service, specializing in economics. He served in U.S. Embassies in China and Colombia.<\/p>\n<p>He has a B.A. from Northwestern University, a master\u2019s degree from the College of William and Mary, and a MBA from Harvard University.<\/p>\n<p><!--more-->\u201cMr. Winkler\u2019s extensive management experience will enhance our ability to extend our healthcare services through improvements in planning and process, and position the organization for future growth,\u201d said John P.
